Can TankMate monitor open-air tanks/open bodies of water?

Yes, TankMate can be used on open-air tanks and open bodies of water.

The sensor still needs to be mounted horizontally above the surface of the water, so typically a mount plate would need to be setup for the TankMate to be mounted on. This plate would usually be fixed to the side of the open-air tank, jutting out over the top of the water.

For open bodies of water, a mount plate on a post would work. Examples of applications would be dams, lakes and wells.

NOTE: Open bodies of water are usually exposed to the elements, and can often have an uneven/choppy surface, especially in windy conditions.

The radar will not work as consistently on a choppy surface, as the angled surface may not reflect well back to the sensor.

For these types of situations, consideration should be given to damping the water's surface if possible. A wide pipe or fashioned damping walls would likely be quite effective.
